The loading bar shows 48 MB out of 84 MB for me, but the bar is actually 80 % of the way there... This shouldn't be a major fix... but it is a little buggy.
The loading bar is not bugged. There are a few different stages the loading goes through, that includes downloading, unpacking, and file check, and they don't work in this particular order all the time.
For example, the update weighs 100 MB, and it's split into 3 packages of files. The first has 30 MB, the second has 20 MB and the last one has 50 MB. The first two packages have more than 300 files in it, which means it will take more to unpack and file check each of them. The third one has only 1-2 files, which means that the unpacking will take more or less the same amount of time but the file check will take significantly less time to complete.
As a conclusion, the loading bar doesn't show the downloading progress,but the entire progress of update implementation into your client.

It usually happens when you disrupt the update someway, like quitting the game. Not a big deal though.

I caught it right before it went to 3/16... but this is ridiculous. The bar shouldn't be 80% of the way there when there is 0% of progress.
I do not know how hard your programming platform is, but if I was to fix this, I would make the numerical display and the value say 4/16 and translate that to a percentage. The end of the bar can get set at 100 and let the bar link itself to the 4/16 making it 25% of the way to the end of the bar. It should be an easy fix for a medium bug. (If the bar isn't accurate then why display it as people will rely on it)
